Avoiding a recession will now constrain the Government in an election year, write Phillip Rosetta Stone Coorey and Jessica Irvine. The prospect of a steady drip feed of interest rate increases, a deficit-laden budget unable to afford costly promises, and a key policy strength severely diminished is hardly the ideal way to begin an election year. Yet that is what the Rudd Government faces as Parliament resumes next week and the Prime Minister embarks on a quest to secure a second term in power. Advertisement: Story continues below Australian voters are traditionally tolerant of first-term governments and on only three occasions have they denied a new administration a second term - in 1913, 1914 and 1931. Insiders in the Labor and Liberal parties, speaking candidly and off the record, say they believe Labor will win what will probably be a spring election. ''I would take a miracle,'' said a senior Liberal of Tony Abbott's chance of becoming prime minister this year. He said the key aim was to position the Coalition to win the election after next. ''The critical objective will be not to go backwards. Everyone was assuming we'd go backwards at the next election because we didn't lose by that much last time, so the core strategic objective will be to hold the line and, if possible, claw some ground back.'' Again, history favours the latter objective. A blogger and data cruncher, Andrew Catsaras, noted this week that of the six new governments elected since the war, all were re-elected for a second term with a reduced margin. While opinion polls suggest Labor will increase its majority at the election, history suggests the polls will tighten between now and then and that Rudd will be returned with a reduced majority. Up against the wily and fearless Abbott, Rudd returned to work early this year in an attempt to frame the debate away from the issue that dominated the end of last year, climate change. The Prime Minister gave a series of eight speeches focusing on the long-term Rosetta Stone American English economic challenges facing an increasingly ageing nation. Rudd was explicit in his language before the last election that he could not lower petrol, housing or food prices. But there is little room for nuance in politics and plenty for perception. The fact that Rudd empathised with people about the cost of living suggested to them he would do something. ''He scratched everybody's itch and said 'I've got a fix for you' but just hasn't delivered,'' said a senior Liberal. ''There's clearly coming through a train of frustration that he's all talk and no action.'' Rudd bristles at the charge. And avatars must ride trains or other vehicles or walk or run to get around a city whose streets and buildings look much like real Tokyo's; they can't jump from place to place as they can in "Second Life." American Internet successes stories have leapt over to Japan with varying results. YouTube, for example, has done fine. But other imports haven't caught on, opening opportunities for Japanese variations to make it big. Japan's social networking service Mixi has attracted 11.1 million people, while the Japanese adaptation of MySpace has enjoyed only moderate success, with fewer than 1.4 million visitors, for example. But Sony Corp. of Japan, which has a major video game unit, last week delayed until next year the release of "Home," its entrant in the "metaverse," or virtual world. Sony President Kazuo Hirai said the PlayStation 3 Rosetta Stone Arabic application needed more work. He didn't offer a reason for the delay, but PS3 sales are faltering at 5 million worldwide since it went on sale late last year in Japan and the U.S., and in March in Europe and that limits the outlook for "Home" from the get-go. In a demonstration, a female "meet-me" avatar in a sedate suit wandered on foot around the Shibuya shopping district, complete with landmarks, including stores and a sculpture of a head, a popular rendezvous spot. The usually jam-packed streets were still desolate because "meet-me" isn't open until December. Once it opens, it will offer cyberspace shopping, entertainment, games and Christmas lights. Visitors will be able to buy virtual plots of land, housing and furnishings much as in "Second Life." People also will be able to pick their avatars' appearance, hairstyle and gender. Hoping for a million users in its first year, Hamaoka is in talks with dozens of companies, including Shibuya retailers, to set up shop in "meet-me." But that's where the similarities to "Second Life" end. The operation and design of "meet-me" will be strictly controlled by Transcosmos, ensuring law and order and far more policing and filtering to ban profanity than in "Second Life," which only recently outlawed gambling and is grappling with violations. "Japanese aren't going to take to the culture of 'Second Life,'" Hamaoka said. "It's the kind of place where you can get shot in the back as soon as you log on." In fact, avatars can't die in "Second Life." But they can use guns. All good news to drive efficiencies into a manufacturing process

A fascinating article has just been published in Business Week on the tension Rosetta Stone between the relentless drive for efficiency at 3M and the price paid in innovation. 3M fell from number 1 in 2004, to number 7 this year on Boston Consulting's Most Innovative Companies list. The article references back to Fry, the famous inventor of the Post-it who places the blame for this loss on the application of Six Sigma to 3M's research labs. One telling quote illustrates the point: Steven Boyd, a PhD who had worked as a researcher at 3M for 32 years before his job was eliminated in 2004, was one of them. After a couple of months on a research project, he would have to fill in a "red book" with scores of pages worth of charts and tables, analyzing everything from the potential commercial application, to the size of the market, to possible manufacturing concerns. DMAIC, the Sig Sigma equivalent of the Ten Commandments, says it all. Define, measure, analyze, improve, control, but really bad news for innovation or general aspects of service involving customer interaction. DMAIC assumes that a system can be broken down into its component parts, each part optimised and then reassembled to create a more efficient whole. You can see from the article how 3M used this to drive operating margins up, all good news. The trouble is that reductionist methods (of which Six Stigma is the exemplar) assume order, repeatable and stable relationships between cause and effect. For complex systems it is contra indicated. I was in the Twin Cities a few weeks ago and someone in 3M said, with great wisdom I thought: We have put Six Sigma back in its Rosetta Stone Software box. One of the interesting things about Six Sigma is not the BPR on speed aspect of its obsessions, but the addition of a quasi religious cult with the whole Black-Belt phenomena. The creation of an elite group of disciples, exempt from the relentless regime of measurement that they impose on unsuspecting natives, smacks of the worst aspects of evangelical invasion of aboriginal communities (including interestingly the elimination of existing language). Having no real context, these modern day Inquisitors cannot see the richness of the evolutionary present, and seek to eliminate it to produce the uniformity of their simplistic future heavenly reunion with the Gods of order, efficiency and clinical tidiness.The growing cult of leadership, the use of the tools and techniques of cult initiate and control. the evangelical advocacy of a new method or tool as a universal panacea is on of the most disturbing aspects of modern management and one of the most dangerous.Striped of its religious trappings, confined to equilibrium state systems such as manufacturing, shopping etc, Six Sigma is a useful tool (although no different from half a dozen cheaper and more efficient BPR tools and methods). Innovation, he says, is "a numbers game. You have to go through 5,000 to 6,000 raw ideas to find one successful business." Six Sigma would ask, why not eliminate all that waste and just come up with the right idea the first time? That way of thinking, says Fry, can have serious side effects. Yesterday a had a very interestingngagement with a parking ticket machine. I Rosetta Stone Language visited the ministry of Health Care and Sports ( yes they go together in the Netherlands) and I drove my car in the parking house , drew a ticket at the entrance ( visa was also an option, but I refused to lean backwards to find my wallet in my jacket) and parked my car at 10.50. The purpose for my visit was a briefing with the program manager ichtbareZorg (transparent Healthcare), a large quality transparence project on the subject of quality indicators. A huge complex problem that needs strong management and leadership but encounters a large amount of frustration, irritation and so on from the hospital quality managers who need to respond to the Government wants and needs. The team dealing with the subject needs some mpowerment so I am going to make them familiar with their identity and destination, story development and dealing with complexity.After a good and thorough briefing I asked for a ticket to leave the parking building, but my client told me they had gone out of tickets. At that same time I subconsciously had taken the original ticket out of my shirts pocket, but there was none. Problem 1. I said goodbye to my client and left the building but needed my ticket to enter the parking building. Problem 3: the machine man had a solution. He would offer me a ost ticket procedure He would virtually transfer a ticket, with an unknown price. Then the only thing I had to do was to finish the payment routine. Ok. In a few seconds the ticket appeared as well as the price: 75 Euro! Problem 4 I got angry and started conversations with a machine. I do know body language accounts for over 70% of perception so I needed a lot of energy to persuade my hidden adversary to capitulate. I told him that this was my first time here, once a year have problems with lost tickets and promised better behavior next time. In the meantime more than 5 visitors waiting in line The machine man made a great decision. He offered to send a live colleague. After 15 minutes he appeared. I started my negotiations again and finally we got to a solution together. I would pay for a one day ticket. I was not told the price, but I accepted blindly.Within 2 minutes I would know the answer: 10 euro , the machine told me. For 2 hours.
